"Click to Call"  VIDEO ICON DISABLED
When people dont have Enterprise voice and are using the "Click to call" feature in Lync 2013 (Skype for business) client....and they successfully connect to the meeting....VIDEO and the VIDEO ICON Are disabled although they can preview it fine within the client under settings.  Is this NORMAL? If it is, that stinks...anyway around this to get them to have the ability to be on their cell phone (or another #) and see and participate in Video FROM Their PC

For a full integration of cell phones or other phones you should use enterprise voice.

Hi cygnusxi2112,

You can check if the user is applied special conferencing policy.

The EnableP2PVideo parameter can be enforced at the per-user level.
